Following the directives of the Ho Chi Minh City People's Committee, units including the Department of Agriculture and Environment, Department of Finance, Department of Industry and Trade, Department of Construction, City Police, City High Command, and the People's Committees of wards, communes, and special zones shall, based on their assigned functions and duties, review the contents of Official Dispatch No. 3776/BNNMT-CNTY dated April 17, 2026, of the Ministry of Agriculture and Environment, and assess legal regulations and actual conditions to organize implementation.

Specifically, the Ho Chi Minh City People's Committee requested strengthened surveillance for early detection of suspected FMD cases in livestock, and the collection of test samples to accurately identify the pathogens. The compilation and reporting of animal disease data must be carried out fully and promptly, alongside the effective implementation of epidemic prevention and control measures.

In addition, functional forces have been tasked with strictly controlling border gates, trails, and open paths in border areas for people and vehicles arriving in Vietnam from countries with foot-and-mouth disease (FMD) outbreaks. Awareness-raising efforts have also been strengthened to prevent the illegal trade and transportation of animals and animal products across borders.

In addition, the HCMC People's Committee requested relevant units to regularly organize information and communication campaigns so that livestock farmers and the community are well aware of the danger of foot-and-mouth disease (FMD), handling measures, as well as the State's support policies for livestock subject to compulsory culling in order to limit disease spread.

Ho Chi Minh City People's Committee requested departments, boards, sectors, and localities to focus on synchronously deploying measures to prevent the FMD virus serotype SAT1 and other virus strains at risk of entry. During implementation, units must promptly report results, as well as difficulties and obstacles beyond their authority, to the Department of Agriculture and Environment for compilation and advice to the municipal People's Committee for consideration and guidance./.
