The United States Department of Agriculture announces plan to rebuild the national beef cattle herd

Posted date: 01/09/2026

U.S. Secretary of Agriculture Brooke L. Rollins has just announced the 'Ranchers First' initiative, a comprehensive package of solutions aimed at rebuilding the beef cattle herd after numbers fell to their lowest level in 75 years, while assisting small and medium-sized livestock farms to overcome regulatory and operating cost pressures.

According to an announcement on August 31 in Washington, this initiative follows the Plan to Strengthen the U.S. Beef Industry launched in October 2025. Ms. Rollins noted that the national cattle herd has sharply declined due to burdensome regulations, leading to the closure of tens of thousands of family farms over past years.

One of the core tools of the policy package is a new insurance program called BRAND, complementing the existing Livestock Risk Protection program. The program allows livestock producers to purchase economic value insurance when retaining replacement heifers for breeding over a two-year period, rather than immediately selling them for slaughter. If the projected slaughter value of the heifer exceeds its retained breeding value during the coverage period, the policy compensates the producer for the difference.

The United States Department of Agriculture also authorized the use of the Emergency Conservation Program on land enrolled in the Conservation Reserve Program Grasslands to help producers recover quickly after wildfires and natural disasters. Concurrently, the new SPUR loan guarantee program will support the expansion of regional slaughter and processing capacity, including the establishment of American-owned processing cooperatives.

Notably, the agency estimates that nearly 20% of existing beef processing capacity will be freed up as recently closed facilities are replaced, creating an opportunity to shift this capacity to small and medium enterprises and newly domestically-controlled cooperatives, rather than falling into the hands of foreign investors. To secure market outlets, the Department of Agriculture will prioritize purchasing domestically processed beef for federal and state agencies, including prisons, hospitals, and schools, in order to boost demand for domestic products. This policy follows the previously announced Harvest to Hallways initiative aimed at incorporating domestically produced beef into school lunches.

The initiative also offers incentives for beginning farmers and ranchers through special loans from the Farm Service Agency to purchase land, livestock, and equipment, along with free support for conservation and grassland management. The Department of Agriculture will coordinate with the Department of Veterans Affairs to attract discharged military personnel to the livestock and agriculture sectors.

To date, the administration has implemented a series of support measures for the livestock industry, including an agreement to expand grazing rights on public land in March 2026, an investment of $60 million for a meat processing expansion program in June 2026, and a $500 million assistance package for independent and regional slaughterhouses at the same time. The agency has also allocated $500 million for a fertilizer investment program to reduce input costs for farmers.
