The Ho Chi Minh City People's Committee has issued an official document requesting relevant departments, agencies, and local authorities to coordinate the synchronized implementation of measures to proactively prevent foot-and-mouth disease (FMD) virus serotype SAT1 from entering Vietnam.
Measures to Prevent FMD SAT1
Coordinated Task Assignment for SAT1 Virus Prevention

According to the directive from the Ho Chi Minh City People's Committee, units including the Department of Agriculture and Environment, Department of Finance, Department of Industry and Trade, Department of Construction, City Police, City High Command, and the People's Committees of wards, communes, and special zones, based on their assigned functions and duties, shall study the contents of Official Dispatch No. 3776/BNNMT-CNTY dated April 17, 2026, from the Ministry of Agriculture and Environment, while reviewing legal regulations and actual local conditions to organize implementation.
Specifically, the Ho Chi Minh City People's Committee requires strengthening surveillance for the early detection of suspected FMD cases in livestock; and collecting testing samples to accurately identify the pathogenic agent. The synthesis and reporting of animal disease data must be comprehensive and timely, alongside the effective deployment of disease prevention and control measures.
In addition, functional forces are tasked with enforcing strict controls at border gates, trails, and unofficial border openings for individuals and vehicles arriving from countries with active FMD outbreaks entering Vietnam. Communication efforts will also be intensified to deter the illegal trading and transportation of animals and animal products across borders.
Furthermore, the Ho Chi Minh City People's Committee requires agencies to regularly carry out communication campaigns to ensure livestock farmers and the public clearly understand the dangers of FMD, containment measures, and government support policies for animals subject to compulsory culling in order to curb disease transmission.
The Ho Chi Minh City People's Committee urges departments, agencies, and local administrations to focus on synchronously deploying solutions to prevent the entry of FMD virus serotype SAT1 and other high-risk viral strains. During implementation, units must promptly report results as well as any issues beyond their authority to the Department of Agriculture and Environment for compilation and consultation with the City People's Committee for consideration and guidance./.
